Chaplain Program

The department chaplain program provides pastoral care to those employees, citizens, or visitors to our town who request such services, or who are impacted by a serious or severe life event. We are fortunate to have both Pastor Rick Dill and Minister Toni Burruss as our chaplains. Both are spiritual and caring individuals who voluntarily provide their services on a daily basis. We are extremely proud to have them as members of our department.



Reverend Rick Dill, Biography

Pastor Rick Dill
Reverend Dill has served as a chaplain with the Ashland Police Department since 2006. Reverend Dill has served as pastor of the Ashland Church of God located at 407 Myrtle Street, here in Ashland since 1989. He is a veteran of the United States Army. He also was selected as an Outstanding Young Men of America. He has held ministerial credentials with the Church of God since 1978. He is a graduate of Bellevue College in Bellevue, Nebraska with a B.A. in accounting. As well as his pastoral duties, Reverend Dill is very active in the community and within his denomination. He is the proud father of 2 sons and devoted grandfather of 1 grandson.

Associate Minister Tonia Burruss, Chaplain

Minister Tonia “Toni” Burruss has been a chaplain with us since May 2013 and currently serves as the Associate Minister at Shiloh Baptist Church in Ashland where her focus is on youth mentorship. In addition to her service at Shiloh, Toni serves as an instructor at J. Sargeant Reynolds Community College and a teacher with Hanover County Public Schools. She has professional affiliations with the Mattaponi Baptist Association of Virginia and the Baptist General Convention of Virginia. Toni received her bachelor’s degree from Randolph-Macon College and an MBA from the University of Phoenix. Toni is a second generation chaplain for the Police Department, following her father’s footsteps after he passed in November of 2011.Toni resides in Town with her family.
