The Town of Ashland and the Ashland Economic Development Authority administer numerous grant, loan, and incentive programs. Grant and loan programs are competitive and no applicants are guaranteed financial awards.

Town of Ashland Programs

CDBG Business Assistance Grant Program

The Town of Ashland has partnered with the Virginia Department of Housing and Community Development to offer the CDBG Business Assistance Program. The purpose of this program is to provide rent/mortgage assistance for up to $15,000 or 6 months of rent or mortgage payments to qualifying Town of Ashland businesses.  

To qualify, a business must:

  • Be in one of the following categories:
    • Tourism related business
    • Accommodations (i.e. hotel, motel, bed & breakfast)
    • Restaurants/Food service
    • Professional services
    • Cultural & Education services
    • Arts
    • Recreation
    • Retail
    • Health Practitioners
    • Personal Care
  • Be located within the Town of Ashland corporate limits
  • Have 20 or less full time equivalent employees
  • Possess a valid Town Business License and be current on all taxes
  • Submit a current signed lease agreement, if renting
  • Provide documentation of qualifying rent or mortgage payments (copy of rent/mortgage checks or proof of rent/mortgage payment through bank statements) made since March 13, 2020
  • Certify that they have not received other assistance towards rent for the months covered by the grant
  • Provide a narrative description of the impact experienced due to the COVID-19 pandemic
Applications will be accepted on a rolling basis through March 1, 2022.

CDBG Safety Enhancement Grant Program

In addition, the Town is offering increased Safety Enhancement Grants of $5,000 per business to help offset the costs of making businesses and office spaces safer for operation under current state guidelines. Businesses may apply for these funds by using the same application.

Venue Support Program  (American Rescue Plan Act Grant)

With funding from the American Rescue Plan Act grant program, Town Council has adopted a Venue Support Grant to assist eligible venues with losses suffered during the pandemic. The goal of the Town of Ashland’s Venue Support Program is to provide financial assistance to businesses and non-profit organizations in the tourism and entertainment industry that are primarily supported through ticketed or paid attendance at their physical location within the Town of Ashland. Businesses and organizations in the tourism and entertainment industry with physical locations were most severely impacted economically by the COVID-19 impact due to public safety and health regulations that required their closure for months. To apply, please prepare a letter addressing all bullet points in the “Eligibility Section” in the above-referenced program document and submit it along with the required documents to no later than Monday, February 7, 2022. Ashland Economic Development Authority (EDA) Programs

Patio Heating Assistance Grant - application

The Economic Development Authority (EDA) of the Town of Ashland is offering assistance of up to $1,200 to qualifying Ashland restaurants and breweries for the purchase of outdoor heating devices. For more information or to apply, see below or contact Nicole Preisner at or (804) 798-1073.

Economic Development Authority (EDA) Loans & Grants

Infrastructure Forgivable Loan - application

The Infrastructure program is designed to assist business and property owners with costs associated with site-readiness infrastructure such as water and sewer. The loan can be forgiven if the awarded applicant satisfies all goals and objectives set forth in the approved plan.

Demolition Forgivable Loan - application

In appropriate circumstances, funds for demolition can be granted from the EDA. As with the Infrastructure program, the loan can be forgiven if the awarded applicant satisfies all goals and objectives set forth in the approved plan.

Revitalization Grant - application
This program is designed to support reinvestment in distressed or historic properties. Scoring priority is given to those projects considering a scope of significant restoration or for properties in a high-visibility corridor. This is a rolling grant program with no deadline for submission.

Interstate 95 Corridor Restaurant Incentive Program - application

This program is designed to help offset the cost to redevelop restaurant  sites in the Interstate 95 Hospitality Incentive area. An incentive of up to  $550,000 in total over up to 6 years is available to restaurant projects which meet the program requirements. 

Interstate 95 Corridor Hotel Incentive Program - application
This program is designed to help defray the cost to redevelop hotel sites in the Interstate 95 Hospitality Incentive Area. An incentive of up to $550,000 in total over up to 6 years is available to qualifying hotel projects. Town Administered Programs

Facade Enhancement Grant -application

For property or business owners investing in exterior overhaul projects. Depending on the number of applicants and amount of awards, this grant may be opened in one or two rounds within a fiscal year.
